So it's just an air pump then? If that's the case the cheapest and best thing to do would be to go buy an 8 dollar sponge filter and some air line and your good to go.. If it's a filter then you need to figure out what refill it take's and buy one and set it all up..

Well it is attached by a tube to a filter but Idk what the filter is. heres a pic

Okay so from what I can see that looks like a under gravle filter. They are ok as long as it cover's a good part of the tank. But they are ok there real nice when there working good, when there working good when there not it's just like making bubbles not filtering.

It connects to a black base piece under the gravel so thats probaly what it is. So if I pickedup a filter it could work with the air pump I have?

What you have there is a filter. All you need is a air pump, When the air pump make's bubbles come out the blue stone you got down that tube they suck water up and out the tube which make's water pass threw the gravle and is filterd. Its called an under gravle filter system they are ok. Its better than nothing.

Well I dont think its big enough to reach the top of the tank in a 10 gallon anyway. Will that matter? So i think Ill neeed a new one.

The tube doesn't have to go to the top of the tank. My tube on my under gravle filter is 1.5 to 2 inches below the water line. and then you stick that air stone down the tube and when it blow's bubbles that will suck water threw the tube and push bubbles and water out the top of the tube which makes water pass threw the gravle and once bacteria gets built up it acts as a filter
