Yeah they will grow back slow,, With the torn fin's she is open to bacteria infections and fin rot.
You really need to get some fresh water aquarium salt, and dose like it says on the box.... And another thing is Indian almond leaves, Not only does this make the scales and fin's tougher but its a natural water conditioner...
If you use the fresh water aquarium salt the fin's will grow back a little faster..

The pet store probably doesn't have Indian Almond Leaves. You can order them from joshsfrogs.com and they arrive fast, in like 2 days. But there's another IAL seller on ebay named Amy Lim and her leaves are of superior quality... you would have to wait about a week for them to arrive though because she's in Singapore. She also sells banana leaves which are good for fin repair.

I think he was going to get the aquarium salt... If you want good IAL go to IBCBETTAS.NET you can get grade a and there not that much plus they show up in 3 days.

Er...Germanchick09 is probably a "she." "She" was going to get the aquarium salt.

I'll give the IBC IAL's a go one of these days!

Germanchick09: Tetra has bottled blackwater extract ... that's like Indian Almond Leaves in a bottle and pet stores may carry it.
