Question filter bubbles!!!

I started the cycling of my 3 gallong the other day, and last night when I was testing the water, I noticed that the top of the filter kept bouncing up and down. I opened the cover and found this...

Is this normal for cycling?

There don't seem to be any bubbles coming from the outtake into the water. I was told by others that the ammonia that I used was fine because they'd used it themselves for cycling.

Does anyone know if this is normal for cycling or not? The ammonia is supposed to be good for cycling.

All of those filters do that. I had one a while back. It's totally normal. Also, I can't tell if it is or not but.... Lower the filter until the lip that the water is coming out from is even with the water.

I'm just a bit worried. My other Tetra Whisper didn't do that at all, and even though 3 different people told me that they'd used the brand of ammonia that I have for cycling, I thought it might be soap in the ammonia. Hopefully not.

I have four of those filters. Two do the exact same thing.I think it's just that there is not enough movement through the filter media, so the water just bubbles up behind it.

I have the same exact filter and it bubbles the exact same way and place...I believe it is fine.
