I'm not an expert but Bubble might be constipated. What are you feeding him, how much, does Bubbles belly look kind of round? This site can tell you more about betta constipation. http://www.petfish.net/articles/Bettas/constipation.php Hope it can help.

If it is constipation, you can try giving Bubble a couple days without food to see if it clears up on its own. After that you can try the pea trick. Cook a fresh or frozen pea and take the shell/peel off. I put it on a little plate, mash it up into pellet size pieces with a toothpick and place it in the water. They seem to sink pretty fast. Hopefully it gets Bubbles attention and Bubbles will eat it. If that doesn't work you can try the epsom salt bath. This is all on the site above. It helped me a lot when my fish Taco was constipated.

Sounds like he is constipated,I would suggest what noenyu said about the pea that seems to work.I have never tried it but alot of people swear by it.
