Lightbulb Washing Under Gravel Filter?

In my tank, I have gravel on top of my under gravel filter, and then my heating pad underneath the UG filter. I'm assuming that whatever dirty stuff remains stuck in the gravel and doesn't reach my UG filter, or the heating pad, which is underneath everything. Do I still have to take out my filter and heating pad and wash them?
I'm planning on using a turkey baster to clean my gravel and get rid of the stuff that gets stuck between the rocks. If I do that, do I really need to take out the whole UG filter and heating pad?

Also, I have a bunch of these green felt things that you use to wash dishes with.. can I use that to clean the sides of my tank?
