What's with the white stuff on the bottom?


I recently changed the tank's bottom filler from gravels to black sand. As soon as I changed it I began to notice white precipitants layering over the sand. I tried doing full water change to get rid of it but it all came back within a day, it doesn't seem like it's harming the betta (yet), but regardless I don't feel comfortable having white filmlike thing layering over the sand.

Does anyone have any idea how to remove this thing? Thank you.
