Help My Peanut and Kamikaze

I have two beta fish which has been acting strange. They both lay on the bottom of the tank and dont eat. They rarely swim now. When one of them swim it has a difficult time and swims with its tail straight down and the other swims on its side but just on the bottom. The male blue betta looks brown (just saw it 15 min ago) and has a white belly. I dont know if they are sick and what to treat them with.

Just alil background. They share a 10 gallon tank, with a heater that stays around 78-80 degrees and a filter. Each has plants and alil house to hide in.

So any answers would be greatly appreciated. I dont want to lose my first bettas!

Did you cycle the tank?
How often do you do water changes and vacuum the gravel?
Do you have a water test kit?
Can you list your readings for ammonia, nitrIte, nitrAte, ph?
Any other signs of illness (spots, fuzziness, red streaks, stringy poop)?
