Active Betta to Not So Active Betta

Hi Guys.....
My boy Frankie, a blue crown-tail, is not feeling to well. I have had him since March and he has gone through a case of ick in April, and it was treated and nothing since..... until this week. Frankie has a 3 gallon round aquarium, has a whisper 1-3 gal filter, and a heater pre-set to 78 at all times. He has always been a heavy eater....always. As soon as I would come to the tank, he would come to the top and wait for me. Seems like he would jump out of the water sometimes for food. I have fed him bloodworms, and flakes, and pellets. Loves everything. Now he has stopped eating and lays at the bottom of the tank, lifeless almost.

I have since put him in a smaller tank, with clean water. He seems to be more active now, but still does not want to eat. I have done a complete clean of his home, including new gravel. Just curious as to what is troubling my friend.

Aww, I'm so sorry your little guy is sick! :(

He actually looks bloated, so I wouldn't feed him for a few days. How much do you usually feed him?

Oh, can you answer these questions to help us help you? Thank you! :)

Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

I agree with Taylor. That little guy looks bloated. How often and what do you feed him? Have you seen him poop? If no, maybe he's constipated.

Yes, he does seem pretty bloated.. maybe he likes his food a little too much. ;]

The consensus is that he is bloated....LOL
I usually feed him 2 times a day, once in the morning and once when I go to bed. Right now, he is in a "quarantine tank" with a heater while I cleaned out his tank completely.
He actually has pooped 2 or 3 times since I have put him in the smaller tank. And today he actually looked like he wanted some food. What I am gonna do is to take it easy on feeding him for the next few days and then go from there.

Do you guys see anything else, from the picture that is wrong with him, ie tail rot, or inflamed gills? It would be great to know that he is acting like this cause he is too bloated.... I will check back in later to give you guys an update.
