Unhappy Fin rot after injury.

Should i use Fungus eliminator or wait?

Ok shamoo and the tank filter got into a fight and the filter won. I got off work one day about 2 weeks ago and found my betta's tail stuck in the filter intake and him near death trying to get out. He has been doing very good the past week and his tail was starting to heal really fast.
But the past two days a new problem has started. His tail looks as if it is not starting to fall apart. His tail was some what ripped after the accident but this is way worse then it looked then. This is happening very rapidly.. with in 2 days.

Is this fin rot do to the accident? I have some Jungle Fungus Eliminator right here ready to go. And got some aquarium salt if needed. The water temp is at 78f. Doing 25% water changes every 3 days. THE TANK IS STILL CYCLING. This was a emergency set up do to him fighting other fish in another tank.
The tank is about 4 weeks old.
Test kit shows
Ammonia between 0.0ppm and 0.25ppm ( just barely showing on test kit.)
Nitrite 0.5ppm + (showing less and less before each water change)
nitrate starting to show on tests some where between 0ppm to 5.0ppm
I use tap water treated with prime.
Pics linked below!

I did make the filter batta safe after the accident.

I feel that the best medicine for fighting fin rot and helping with tail regrowth is this, Crystal clean water, lots of water changes to keep the water pristine. Add epsom salt or aquarium salt (epsom salt is a little more effective) to help prevent further infection, add some IAL or betta spa to help boost the immune system and feed a high protein diet to help stimulate regrowth of the fins!

Ok cool How much salt should i add? Also i'll change to daily water changes and try to keep every thing reading 0.0ppm on test kit.

One more thing. high protein diet. I feed him Hikari gold pellets. 3 pellets 2 times a day 4 days a week. then i feed him 3 frozen blood worms 2 times a day for 2. i have read that blood worms are packed with protein should i add more blood worms to his diet?
