If the bubbles are under green material, then it's a type of algae. Don't know what kind, but I know that's algae.

Yes, it looks like algae. If you don't want it, do a waterchange. If that doesn't work, go to your LFS and see if they have algea remover.

I have done water changes. It didn't really help.

You can't see it from the picture but there are hundreds (several hundreds) of bubbles, all over the bottom of the tank. I noticed that it is on the anacharis! Bubbles are all over one of the anacharis.

Weird...

I don't know if it is algae, though. It looks like liquid plant debris with bubbles trapped underneath. It is only directly on the top of the gravel and on the bottom of 1 anacharis.

I have the same stuff pop up sometimes. OFL said it was cyanobacteria and NOT algae. I've cut my light down and added water lettuce, which has gotten rid of a lot of it. If it looks like strings of green stuff that is blue-ish green, kinda like a carpet? That's it. Here's a pic. It starts out here and there and then just goes crazy all over. Mine gets a lot of bubbles in it, like you're describing.
