Power Filter and Rogue

So along with my new tank from the company "Aqua-Tech" I got a filter, a power filter to be exact. It's not working right now but I'm having a friend come and help me fix it.
I'm just curious though, are Power Filters bad for Bettas? Especially since I can't control it and my poor Rogue has a mild case of fin rot?

Wolflinket, I believe power filters are usually good things. But I hear bettas don't like their water disturbed too much. So important that the filter isn't too powerful. If it is, try adjusting the flow down to a slow level.

What size tank, what size filter?
