Is this from "Hard Water" ?

Not sure how well you can see, but his fins are a bit curled and almost appear to have a knot on the end. Could this be from "Hard Water" and is there anything I can do except water conditioner?
I use Tetra BettaSafe Conditioner.
Any ideas?

His finns have been clamped ever since he laid on the bottom for 3 days. Will they ever seperate again and flow with the water? Anything I can do?

My Tank is 3.5 Gallon Circular Tank
Yes, I have a good heater with thermostat water stays at 80
I feed him crushed pellet 2 X day, and Bloodworms, just a little pinch about once a week or so, (He loves them) But this started before bloodworms.
He was really stressed when I put him in this tank about a week or so ago. Then started to perk up. I have been doing 25% water changes and then 50% every day. With water conditioner, of course.

Ive heard that hard water can curl fins, yes...
Dont quote me on this, but maybe you can mix distilled water or something with your own to help?

Maybe someone else can help us with this question? It sounds logical....if I have hard water. I just got a new filter and put it in today with a 50-60% water change. All I had before was the silly tube with the stone on it that came with the tank. I also removed the plastic tube in the center on the tank. IMO, neither one were really doing anything productive. So I have been doing water changes often, like at least 25-50% every day.

If your tank is uncycled then you need to change the water once a week, 100% instead of 50% or 25%.
