I'd put him in aquarium salt 1 tsp/gallon for his fins (no more than 10 days) and to possibly help with whatever else he has. It looks like he might have a bit of fin rot from the fin damage.
I'm not sure what the raised scales might mean. I don't think he has dropsy, as he probably wouldn't be so active if he were pineconing (and raised scales does not equal pineconing). Just to clarify... those white spots aren't on him, that's from the picture, right?
Also... don't worry about anyone yelling at you about temperature. As long as it's staying constant 76-78, I see no problems. And that's not the issue at hand. :)
So... definitely do an aquarium salt treatment of 1 tsp/gallon. Continue this for no longer than ten days.
