Lightbulb Advice

My betta mal has been happy and healthy for the past few months, active as all can get. The past few days, he has been showing a cottony growth on his anal fins, which I suspected was Cotton Wool, or some other fungus. I gave him a treatment of pimafix (less than the recommended amount because I didn't want to cause complications). He is now swimming a bit weird, not coming the the surface for food, waiting for it to go to the bottom to him. He has a tilt in his swim. I don't know if the Pimafix is the cause or if it's the fungus.

Just to clarify, here's the tank specifications:

2 gal
power filter
tank temp maintained at 78 degrees (heated)
Nitrites- 0
Chlorine- 0
Hardness- 75
pH- 6.7
Alkalinity- 70

Water change 2-3x a week, spaced out (Wednesdays and Saturdays without fail, close to 30%, and another day in between if I feel the ammonia get's too high [ammonia indicator on side])

I'm just a bit concerned and I have no idea why he would be doing that, I don't have a lot of experience with Pimafix and I just want to be safe, if anyone has any advice.

I don't think Pimafix is really going to fix it, although it seems like it's worked for some people... if it's cotton wool, it's gram negative bacteria that THRIVES in warm water. It's a fast killer. Lower the temperature to 76 and get some Maracyn Oxy (Petco and Petsmart have it) and follow the directions.
