I think I already know the answer, but...

Is a 2.5 gallon too small for a tank mate?

Too small for a fish tankmate, yes. Bioload-wise shrimp would be fine, but you have to be prepared for the possibility that your betta might eat them.

I dunno...LOL....Most definitely don't want him to eat the shrimp. Looks like "Blue" will be living solo!

Or you can always add some colored ramshorn snails (Planorbis sp.). Blue, red, gold and leopard are available. Their rate of reproduction is reflected by source of foods. Have a backup tank in case your betta decides to add them to his diet.
