strange coloured scales on fishes head.

Should i be worried about the strange colour on the top of my fishes head? I'm not sure if it's his natural colour or if there's something wrong with him. (i've added a pic at the bottom)

Housing
What size is your tank? 3 G
What temperature is your tank? Hovers around 76-78. I've had issues with trying to get the temp up and been through a heater change and 2 room changes. my house is unfortunately a bit cold because my heating system is broken.
Does your tank have a filter? yes, a whisper filter
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? no

Food
What type of food do you feed your betta fish? pellets
How often do you feed your betta fish? 2 in the am and 2 at about 7ish

Maintenance
How often do you perform a water change? I've only had him 2 weeks, first week i did 2 25% and one almost 80 % since i moved the tank i took most of the water out to carry it. second week i've done 1/3rd change about 2 days ago. i was planning on either a 50% change today or 100% change
What percentage of the water do you change when you perform a water change? it differs
What type of additives do you add to the water when you perform a water change? i add a water conditioner.

Have you tested your water? If so, what are the following parameters?

Ammonia: around 0.25
Nitrite:0
Nitrate: between 0-20 (i have the test strips sorry)
pH: 7
Hardness: hard
Alkalinity: 120

Symptoms and Treatment
How has your betta fish's appearance changed? the scales on his head are a strange colour. kind of a brownish / yellowish colour. he also looks like he has little brownish/yellowish speckles on his face.
How has your betta fish's behavior changed? not that i can see, he still swims around happily and can go up for air just fine, he even waits to be fed.
When did you start noticing the symptoms? maybe yesterday.
Have you started treating your fish? If so, how? no, i didn't add anything or change anything.
Does your fish have any history of being ill? no
How old is your fish (approximately)? well i've had him 2 weeks and he was bought from a pet store so probably over 6 months.

You can see the dark colour on his head and on the second pic just above his eye are the odd coloured scales.
