Ok, so, concerning that plant. The reason there are no leaves on it yet is probably because the roots that were poking up through the substrate were runners. Those are the things that will sprout leaves. What type of lighting do you have and what size tank is it on? What are your water parameters and do you use fertilizers at all?

LED lighting
i just use rock gravel and API Leaf Zone Plant Aquarium Plant Food
not sure what water parameters are...idk if this is it but i use tap water and use Top Fin Betta Water conditioner. Sorry i'm a noob.

It's ok. I actually use Leaf Zone in one of my tanks. It is pretty good stuff. I would say keep doing what you are doing. It will be hard to I.D. the plant until it gets some leaves, but if you would like I can point you to some planted tank forums where you might be able to find some answers. I have been doing planted tanks for a year or so, and I am sure you will find someone who has some more knowledge to give you. Just let me know and I can PM you the sites.

quite common for the whole plant to grow out of one side of the bulb, I plant my bulbs on their "sides" when I can tell which is which.
