They probably mean for a teen gallon aquarium. Go bigger than that and you can have basically any number of female bettas.

This is what is says under Betta sororities:

"It is also not recommended to have less than 4 females. Six or more is better. Be careful not to overstock your tank. "

Yeah, no more than 6 in a 10 gallon tank. Bigger tank, more girls. Thats that.

Ok I get it now like 6 per ten gal. I was thinking a 20 so would 12 be good or to much?

Yes, that's what I meant. 4-6 in a 10 gallon. Of course, the bigger the tank the more females you can add but be careful not to overstock.
