Ich? Something else?

Because I couldn't leave well enough alone, I decided to switch to Eco Complete substrate and get more plants (ordered them from Live Aquaria). I made the change this evening and tried to make it untraumatic: I put a lot of the original water back in the aquarium, put the container Kenpachi was in inside the aquarium and mixed the new water in gradually. However, I noticed that he looks like he has some dust stuck to his sides and I'm wondering if it could be ich. Or something else. A few oddities:
  • I also changed to light to a 10 watt daylight compact fluorescent and it changes how things look--including Kenpachi!
  • It was not the best tank setup procedure--I did it in a way that ended up with a lot of stuff floating in the water, so he really COULD just have stuff on him. It has all settled now, but I put him back in before it did (I had what seemed like logical reasons at the time....)
  • I did not disenfect the plants before putting them in. Wish I had!
  • It really is subtle. I can only see it when he turns certain ways. However, I thought I should at least start asking quesitions right way!

Also, I cannot adjust the temperature on the heater. It shuts itself off at a preset temperature--supposed to be 78, but the thermometer reads more like 82. Caveat: I realized that I had the thermometer near the heater and have now moved it to the other side. It's possible that it will read lower now. As you will see from the information below, I don't have any salt in the water at the moment.

I know that I have seen other posts here about ich, but the search says that "ich" is too short search on! So, do you think this could be the beginning of ich? Or does it sound more like something else? Or nothing? If ich (or something else), is there a way to treat it in a planted tank?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

I only test for ammonia and have a lot of trouble judging the color!
Ammonia: never been above .25, closer to 0

Symptoms and Treatment
How has your betta fish's appearance changed?
looks a little "dusty" on sides
How has your betta fish's behavior changed? not at all
When did you start noticing the symptoms? 2 hours ago
Have you started treating your fish? If so, how? No
Does your fish have any history of being ill? No
How old is your fish (approximately)? I've had him about 6 weeks

No--really more like some very fine bits/strings of dust were sprinkled on him. It seems to be pretty much gone, so maybe that really is what it was! This episode is inspiring me to read up on various fish diseases so that I can recognize them more easily!
