Question about plant bulbs and slowing current down on Filter.

I don't know if the Baffle sticky was for the actual suction of the filter as that filter looks foreign to me, but the problem I'm facing is that the current on my filter is too strong. It literally knocks my poor little betta around everytime I turn it on so I've been keeping it off. The water level is normal and it's placed as low as it will go into the tank. How can I slow the current down? The filter looks like that:

Also, I have bought some plant bulbs and have decided to put them into a small bowl of water until they start to grow. I've also placed them into direct sunlight but after a day the water in the bowl smells rotten and stagnant. Is this normal? I changed the water today to fresh water in the bulbs bowl.

Could anyone help me with both of these topics or at least one?

The bulbs things are widely to believed to be crap. I tried to grow some, and they just grew mold :P Occasionally you'll get one that produces a plant, but most of them are just duds from the start.

Yeah, that's usually your better bet. It's a shame, though, because it would be cool if they actually worked!
