it's not poor quality, as much as a really tiny picture. he looks lovely from what i can see. x: but, you didn't rescue him, as much as you bought him. take better pics, and send the store a nasty e-mail. tell them the condition of the fish, the condition of the other fish, and how unacceptable it is. if the manager calls you, let him know that if things don't improve, you'll go to the proper authorities about the conditions of the fish in the store. x: that usually scares them into keeping up with water changes(which, honestly, is all these little guys need to survive and stay healthy in their cups! at least, while in the store, anyways!).
