Alright well I would start him on a does of epsom salt 1tsp per gal if you haven't already... also I would try having tannins added into the water I use dry oak leaves but green tea and ial leaves work just as well. And like you said I would stop the aq salt that should help... those are my best ideas I hope he gets better :) also I would start moving him to a smaller container so you can do 100% water changes everyday.
I really hope he is okay and that its not full blown dropsy.
