When I turn eighteen I definitely will be getting some tattoos.

Do y'all have any advice on tattoos over scars? Like, does it make it look different? Will it work at all? Will I have to come in a few more times and get more color added in?

Scars are all differnt. If its a soft scar it can be tattoo'd over, if its a hard scar then its not a good idea...

I believe that you can get your ears pierced but that's about it! Thanks, and I'm not insulting anybody, please don't get mad at me. :)

I just noticed this post...
How do you know you are "not insulting ANBODY at ALL"?
Are you psychic?

What other people do is their own business.
Negativity is not necessary!!

What if it's an ankle that has multiple layers of scars on it?

It would be hard to judge without seeing it.
A good tattoo artist won't work on an area that would cause harm to their client and/or negatively effect the quality of their work.
I say, wait it out until you're of age, then go see a tattooist for direct advice.

Waiting sucks, I know... but it's good that you are looking into this and wanting to educate yourself beforehand!

Yeah, I try to do research on something before I actually get it. And I'll probably ask a few of the artists around town what they think. I doubt it's doable though.
