Awe, Poor little guy.He has really pretty colors. It does look like tail-biting to me too. You can tell by the u shape "cut outs". Tail-biting happens when a betta is either overly stressed or bored...Sometimes though they just bite to be biting, I think.I have 2 bettas who bite themselves frequently..I have honestly never seen their tails full grown.
If hes bored, you can try moving some of this decorations around...try live and frozen foods to help with regrowth..
If stressed I would keep his light off and make sure the filter is well baffled...You could also try adding a few dried oak leaves or Indian almond leaves if you have them.

I have read sometimes soaking the food in garlic juice helps to encourage the appetite.

Ok, thanks. I should be getting the frozen food today, perhaps with a Betta log or hammock to help with boredom. I will also keep his lights off. Should I give him salt for his tail? I don't want it to turn into fin rot. Also, I was planning on bringing him to college with me next week, do you think that would stress him out too much? Thank you for all of your advice I really appreciate it. :)

Now he is going crazy. He keeps attacking the walls of the tank (and apparently himself) and flaring at everything, the walls, plants, decorations, etc. So I threw a towel over his tank to calm him down. I am kinda getting worried here, I have never had a fish act this way before.

Fed him the frozen bloodworms. To say he enjoyed them would be an understatement! Ares may be a tail biting flaring maniac, but at least now I know he won't be a hungry one. Thank you all for your help!
