Yup its a filter. There's LED lighting on the bottom of that block as well as the filter intake. The filtered water comes out the top and fluval offers accessories for the top of the block like plastic plants etc.,. The rocks on top came with the kit.

but man, i saw that on petsmart.com and the price is pretty hefty. But it looks nice all set-up. :)
