Looks like a decent filter. It would be hard to find better for that price.
You could cut a sponge and replace the filter cartridge with that to help reduce flow and cost of replacement filter cartridges. Whether a filter suits your needs all comes down to flow rate (which isn't as important with Bettas since you do not want current), noise, and surface area for biological/mechanical and when needed chemical filtration media. For that price, you can't go wrong provided it does work. Filters are very simple machines until you get into some of the high dollar setups, I assume most are the same basic components. Some may be better quality but again, for that price... it is what it is.
