It sounds as if she is just starting to come into her coloring.. can you show us a picture? Is she fully colored? Are the dots in a line down her body?
Otherwise it *may* be black spot disease. I have yet to encounter anyone who had it. The term "Black Spot" refers to the formation of small cysts in the muscle and skin around which the parasite lives. The cyst accumulates black pigment cells. These cause little harm to the fish. Young fish have growth problems if heavily infected. Black Spot disease caused by the larvae of parasitic digenetic flukes, Cercaria and Metacercaria. The fish disease is caused by a parasite (larval trematode) that burrows into the skin of a fish causing the formation of a cyst approximately one millimeter in diameter. In general, even heavy infestations of these parasites do relatively little damage to the fish. Fish with heavy infestations on the eyes may be blinded.
Or it could be she is a marble and is getting.. marbled hehe.
You will want to get her into a heated tank, 72 is rather low and will make her lethargic.
I don't see a need for medications, just the normal water conditioner/stress coat. Feeding, she will need to be fed more then once a day.. especially young ones, so 2-3 small pinches a day of flakes, or 4-6 small betta pellets spread throughout the day.

Keep an eye on her, and keep us updated. If anyone else knows more what to do, go with them. =) This is just my opinion. Best wishes.

and to answer your question, i think he is fully colored. she's a flesh color with red fins (a cambodian, i think?). the dot are mostly on her back half, sort of spaced evenly. i don't think he's a marble, seeing as i got her from walmart. he does have a bit of black on her lips though.
