Does my fish have CHILODONELLA?

I'm not very familiar with this fish disease, does anyone know the symptoms or how to treat this? And if so how?

Housing
What size is your tank? 1.75 gallons

Does your tank have a filter? yes, recently installed
Does your tank have an air stone or other type of aeration?

What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? nutrafin flakes
How often do you feed your betta fish? twice a day just a few flakes

Although, since I've noticed a change in her behavior it has been about 6-8 days since she has eaten anything

Maintenance
How often do you perform a water change? once a week
What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? betta safe water conditioner

Symptoms and Treatment
How has your betta fish's appearance changed?
she has a thin white coat around her whole body, but you can only see it in certain light

How has your betta fish's behavior changed?
she doesn't eat, she sits at the surface of the water, and she doesn't use the bathrooom.

When did you start noticing the symptoms?
2 weeks ago, give or take

Have you started treating your fish? If so, how?
no, im not sure how too

How old is your fish (approximately)?
around 6 months

Its hard to say, however, with chilodonella the sign of excessive slime coat does fit, usually with heathly fish it is not problematic-unless the immune response is compromised or a secondary issue has also infected her.

I would remove her from the tank and QT her since this parasite can't live without a host and they will die off quickly in the tank....

Once in QT-I would go ahead and start Epsom salt (Not aquarium salt) treatment along with 100% daily water changes for 10-14 days-since she is also not eating or pooping-any buoyancy problems

Premix the Treatment water in a 1gal jug of dechlorinated water-Add Epsom salt 2tsp/gal and tannins-either IAL or Oak leaf-let this premixed Tx water steep for 30min to release some of the tannins and salt to dissolve...shake well before use and use this premixed Tx water for 50% water changes every hour for 3 hours today and tomorrow start 100% daily using the Tx water while she is in QT-place in a dim lit quiet location-temp 76-77F.....Hold food today and offer food on day 2 of the treatment-feed fresh crushed garlic juice laced food-small frequent meals or if you have access to mosquito larva-offer those.
