Do the recommendation: 1 teaspoon of Epsom Salt for every 1 gal (you can have him in a smaller container and use a gallon jug to pre-mix everything to make it easier doing the changes) with daily 100% water change = keep the Epsom in the water, and keep adding in more Epsom with every water change. If your betta is sick, he really needs to be quarantined and kept out of a community tank. Parasites in general tend to cause lethargic behavior in bettas, but there are a few other possibilities. Have you tried checking your fish for signs of velvet with a bright light? It is quite common in recently imported fish, and it is easily treatable.
