Fin rot because of cloudy water.

My water is cloudy with a tint of green due to the growth of bacteria during the summer. I had my 10 gal tank by a window (HUGE mistake). I have now moved the away from the window but its still kind of hazy. I have been doing about 30-40% water changes for the past few days and it has really helped, but is this too much? I am also using pimafix for the fin rot, used as its directed of course. Any suggestions on how to make this process to go a little faster or if i'm doing anything wrong?
