Do you have any type of water flow? Like the bubbler? Or just the movement from your fish?
I found that when in my glass bowls, it the only movement in the water is from my fish, it's almost like the water goes stagnant, and the oily film develop on top.
I'd say clean it, and make sure you take a plastic spoon that HASN'T EVER BEEN USED, and stir the water a few times a day, that should help.
Or, invest in a bubbler :D

I get the same film on my tank, though, and I have natural gravel and feed pellets. All my decor is tank specific, too.
