What meds are he currently on? Considering the bloating and swollen eyes he probably has an internal bacterial infection and may need medication. For now, perform daily 100% water changes and increase the temp to around 82-84*F if possible. I'm concerned about the white on his mouth. Is it fluffy or stringy or just a white layer?

He was on Lifeguard all-in-one treatment by tetra until yesterday. Do you think I should continue the medicine?
at the moment, I'm just doing 100% changes with epsom salt and stress coat.

Unfortunately, My heater only goes to 78 degrees. )=

The white on his mouth seems to be more of a layer than stringy or fluffy.

The white layer is probably excess slime coat then. They will slough it off when stressed. Continue with Epsom and clean water. If nothing changes or he gets any worse in the next 5 days then get Maracyn II or Kanamycin. Lifeguard is not a reputable medicine and won't do much of anything to help. If there is a warm place you can put his QT that would help raise the temp by a little bit. It isn't the end of the world if you can't though. Good luck and keep us posted! Oh okay, So if he has excess slime coat should I continue putting stress coat in his water after changes then??

I wouldn't use the stress coat when he is having issues with excess coating now- some fish will react unkindly to it when they are going through that with their slime. But that is just my opinion. I'd use your regular water conditioner with the ES.

Hey guys!
(: Thanks for all your help. I've been meaning to post back about Calcifer!
:D He's doing MUCH better. With the 100% daily changes and epsom salt he healed up in about a week! (:
He looks a little different now, but I'm really glad he's still alive!
I couldn't have done it without your help!
