AARRGH! Tail-biter at it again. Help?!?!?

Oh, Curly, why do you do it? Curly had the most gorgeous tail until he chewed it down. I tried putting him in a different environment (bigger bowl with plant & toy), changing the water every day, and did salt (1tsp/gal) for a week. I also let him flare at his neigbors once a day. The tail was looking better, with a small line of clear regrowth on the edge. But yesterday he chewed it to shreds again. Is there anything else I can try to get him to stop?!? (the picture is actually of when it was starting to regrow. It looks even more ragged now!)
