Exclamation my new betta fish doesnt look well

i just got him yesterday and he was fine.

this morning looks like he has a white fuzz on him and his tail looks frayed and he is mainly at the top of the tank. he goes down sometimes.

i have a 4 gallon tank with a airstone

do i need a heater? is he cold? is it my water?

its been a while since i had a fish and dont want my first one to die :'(

If you could answer some of these questions, it will help :)
Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance
How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?
Yes, he probably needs a heater, unless you live in like, Arizona or something where its warm enough.
It sounds like he has ich and perhaps Fin Rot. If it's not Fin Rot, he could be tailbiting. A picture would be really helpful :)

What temperature is your tank? not sure. ( im going to go to store and get a heater and thermometer)
Does your tank have a filter? no

Is your tank heated? No (soon)
What tank mates does your betta fish live with? only the betta

Food
What type of food do you feed your betta fish? aqueon betta food
How often do you feed your betta fish? 1-2 times a day

Maintenance
How often do you perform a water change? Tank is only 3 days old.
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: Going to get a test kit.
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? white fuzz and tail fray
How has your betta fish's behavior changed? stays at top mostly
When did you start noticing the symptoms? next morning
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)? 36 hours


here is a picture best i could get with my phone

his two front fin strings (not sure what to call them) has turned a whiteish color. and has a little fuzz on him

someone said im sopose to use spring water for my betta fish? is that true?

because i used tap water and i think that might be the problem.

he looked healthy as can be in the container. but once i put him in my tank it went downhill.
