Trying to identify the issue with my betta.

I got a second betta about a month ago, and there have been several issues that have continued to occur that I was hoping I could have some expert advice on.

For one, he's stubborn and doesn't really like to eat any pellets I give him. He'll nibble at them, take them in, and spit them out. He'll keep doing that until the food basically decomposes. The only thing he's eaten entirely are freeze-dried bloodworms, but I know that can't be his whole diet.

Secondly, his tank has been getting disgusting alarmingly quick. The bowl holds ~1.5 gallons, and I do water changes about every other day. There seems to be some kind of white slime/debris floating around. I'm not really sure what causes this, but here's a picture of him floating in some of it while I did a water change:

This was water that had been in the tank for about a day after a complete water change.

I'm also worried about that lower red streak on his lower fin. I've heard that reddening fins can be from ammonia? I'm doing water changes often, but perhaps his disintegrating food is causing a much larger and faster ammonia build up?

Housing
What size is your tank? ~1.5 gal
What temperature is your tank? 78, heater shuts off automatically there.
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes, see above
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Pellets, though lately he only eats bloodworms.
How often do you feed your betta fish? Daily

Maintenance

How often do you perform a water change? Every other day or so
What percentage of the water do you change when you perform a water change? All of it
What type of additives do you add to the water when you perform a water change? None

Water Parameters:
Have you tested your water? If so, what are the following parameters? Not yet.

Symptoms and Treatment
How has your betta fish's appearance changed? Red streaks on his fins
How has your betta fish's behavior changed? Seems the same as ever.
When did you start noticing the symptoms? A week or so ago
Have you started treating your fish? If so, how? Not yet
Does your fish have any history of being ill? Not yet
How old is your fish (approximately)? I've had him ~3 weeks.

Such a beautiful fish! I'm so jealous!

I can't help you with much; I'm a newbie myself to betta keeping. However, I do notice you said you don't have any additives. Water conditioner is a necessary for bettas to de-chlorinate the water.

The only other thing I can try helping you out with is the food: try flakes as food. They are not as clean as pellets, but he may eat them (make sure the protein is high.) And see if you have access to live food, too.

That's all I can help you with. I hope someone with more experience will be able to help.

You and your beautiful fish are in my thoughts :) Good luck

Oh I definitely do use conditioner, guess I should've mentioned that. And that's a good idea with flakes. Thanks!

Betta Min flakes are excellent. They come with brine shrimp mixed in as a treat.
