Possibly fin rot again?

Housing
What size is your tank? 5 gal.
What temperature is your tank?79-82F (usually drops to 79 over night)
Does your tank have a filter? Yes
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? 1 shrimp (finding out type shortly) and 1 mystery snail.

Food
What type of food do you feed your betta fish? Daphnia, Blood worms, Mysis
How often do you feed your betta fish? Twice a day, none on sundays. I feed very small amounts in the morning.

Maintenance

How often do you perform a water change? At least once per week.
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change? Water conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: 0 (I can't actually test this but there's no symptoms of ammonia poisoning.
Nitrite:0
Nitrate:0
pH:6.5-7.0
Hardness:High but I was told that's supposed to be normal during winter?
Alkalinity: ^ Same as this one.

Symptoms and Treatment
How has your betta fish's appearance changed? Seems like clamped fins. Will explain more below.
How has your betta fish's behavior changed? Not changed.
When did you start noticing the symptoms? Yesterday (Feb 7)
Have you started treating your fish? If so, how? Haven't yet.
Does your fish have any history of being ill? Fin rot 2 other times, this time seems different
How old is your fish (approximately)? 1 year maybe..

So, I've dealt with fin rot a couple times now unfortunately. Each time it has cleared up over a couple days with medication and frequent water changes while it's happening.

This time is different though.. For some reason his fins actually appear to be growing (because he's still recovering from last time, and last time was pretty bad). The thing that worries me is his fins seem to be tearing, even though the ends are supposedly growing. There's no rot on the ends or anything which I've dealt with before.

Basically what I'm wondering is, should I start treating for fin rot right away? or is this possibly something different?

If you can take a picture, that may help some in narrowing it down.

Anything sharp in the tank, decorations or plastic plants?

Your water parameters being all zero is... worrisome actually. You should have Nitrates in a fully cycled tank, unless you have live plants?

Thanks for the reply, I'll attempt to get a picture for you guys asap. There's definitely nothing sharp in the tank at all. We removed all the plastic plants we had the first time he got fin rot because we thought that was what was ripping his fins. We have silk and a rubber-ish plant now.

The nitrates and nitrites are very low. Nitrites I would say between 0 and 0.5. Nitrates between 0 and 20. We don't have a live plant anymore because (I think) the salt killed it.
