Most people on here have problems with neons and other tetras because they want as many different fish as they can, so they do the bare minimum for the school, which in return, they feel insecure and will become more aggressive. Your stocking is where it should be with neons, so with your stocking plan, it should work fine. Always have a back up plan though.
Thanks for all the complements and it has been up for 11 months at the end of July it will be a year of course I reaquascaped it a couple of times. So 10 neons and 1 Halfmoon should be good? If not I have a back up plan.
If you have a backup, it will be fine to try. Just make sure to monitor all the fish for a while, if there are any problems, separate and you can always try another time.
Neons love well planted aquariums so your good there, and with 10 your betta should be fine(but like someone said, trail and error). A good idea is to stick a Indian almond leaf, or something to make tannins and soften the water.
