It looks more like overfeeding and maybe constipation-since the fish is lethargic and no longer eating I would do Epsom salt 1tsp/gal treatment along with 100% daily water changes for a full 10 days
Best done in QT with bare bottom-I like to pre-mix my Espom salt 1tsp/gal in a 1gal jug to make water changes and dosage easier
The Epsom salt will work as a laxative-watch for the fish to poop, hold all food until the swelling is down by half, then offer half feeding every other day during treatment-you want the fish to be in the Epsom salt water 24/7-this is a treatment not a dip-much easier on the fish.
