They're really not designed for filters, but you can put them in. Just cut out the part of the lid you need. You would just need to find a filter for a tank that small. Otherwise, the current will be way too strong. Seems like too much trouble, though, might as well get a regular aquarium. I have my 3 gal keepers set up with no filters and do 100% water changes.
As far as lights, they do make 'sold separate' lights you can attach but when I was checking into them it was recommended to not leave them on all day. Don't know why. They're sold online. A lot of people leave a room light on as a tank light.
