I would suggest 1 30-50% per week, with vacuuming of the gravel (vacuum to remove the %).
If there are live plants, it will depend on how many and of what kind, but live plants can lower it to only need 1 20-30% per week with vacuuming once every other week.
Here's the catch. The low-maintenance plants are slow-growers who don't take up that much ammonia (slow growing means slow absorption of nutrients). Unless you have a lot, you'll still need to change the water almost as often. The fast-growing plants need a little bit more maintenance in the form of fertilizers and good lighting. But they will reduce the ammonia in your tank and you could do smaller weekly water changes.
