I've had some female Bettas that lived peacably together and some that did not. Try it, but be prepared to move one of them if they seem agressive. A fish can literally antagonize another fish to death just by chasing it around. Good luck.
In my experience, females cannot live together. I had two in a ten gallon tank a few months ago and they fought and ripped one another's fins off. I had to separate them within five minutes of introducing them! Maybe it was because they were older females... hmmm...
I agree with Geegafish. It really depends on the bettas. It's generally better to keep either one female betta, or a small group, like 4 or more. That way one won't pick on the other too much - any aggression will be distributed among more fish so that one doesn't get picked on too much.
Generally, you keep at least 3 if you keep more than one together. Sometimes if you put two together often one will become a bully. It depends. That is just what i have heard. Oh, and also i read that if females are kept together they need 2 gallons each.
