Do bettas need to go to the surface to breathe?

I was wondering if is possible to put a 2 gallon critter keeper inside a big tank anchor it to the bottom, drill some small holes and put a betta inside the critter keeper or does it need to come out to the surface?
The bigger tank would have filters and heaters and the purpose of the holes is to keep the critter keeper with enough water circulation and oxigenated.

Bettas use labyrinth organs to breathe with, which goes into their lungs.. why they can be in tanks with no filters/bubbles/aeration :) Not allowing a betta to the surface will drown it.
