Your boy is very beautiful but he isn't a dragon.... Dragon scales are hard to describe..... Dragon bettas have excessive metallic covering over their scales which makes them look like they are wearing armour. It makes it easy to see every individual scale....
Dragon scales are inherited. The scales look to have been individually painted with several coats of thick White paint. Here are some examples. Copper Red Dragon HMPK

These next two are just jarred males from a spawn of the White Snow Dragon.
Oh it gives them more of the fishy look i find. So basically if 2 dragons breed, if get babies that will inherit the scales from the parents am i right?
