velvet looks like gold or grey 'dust'. If you look at it on your bettas, you can clearly see it lay over the scales like someone has sprinkled it over your fish.
All the photos you have posted show nothing that would indicate velvet to me.
Velvet often brings with it behavioural changes such as lethargy, flashing, heavy breathing and clamped fins. Your bettas look perfectly healthy.
The main concern is the red veiltail... I've just never seen rust color iridescence on his scales like that... Plus under his mouth is starting to look very weird.
So it looks like dusty ich really? I know I sound ignorant.. I've just never experienced velvet... and these are my babies.
