When I am able to get a larger tank for my betta, probably a 2.5 gallon, should I get a 10 watt, or a 25 watt heater? What will be most reliable, and fluctuate temperature the least? Also, what brand of heater is absolutely the best ( money isn't a problem.) thanks in advance for your help!

The 10 will due, but is not adjustable. If you want adjustable, then I believe 25 is as small as they come.

If money isn't an issue, I recommend the Cobalt Neotherm 25W.

I would go with an adjustable 25 watt heater.

My suggestion is stay away from the tetra ones

Both my betta are in a 2.5g and use a Hydor slim 7.5 watt heater. It's great because it's pretty cheap and keeps the water within the 78 - 82 degree range, and goes underneath the gravel. Only problem is that it's not adjustable. If money's an issue, I'd recommend it.

I'd recommend a 25W as well since they're adjustable. I have a 3 gallon and I had a little 10W automatic one, and it wouldn't go any warmer than 74, I just don't like not being able to adjust.
This is the one I just got and it's working well for me, plus it's still pretty small
