heat packs for shipping

i posted this question in the sticky, but i don't think anyone reads those...

At what outside temp do you stop using heat pads?

I'm guessing around 80-85+.

The breeder who shipped my two bettas to me didn't use a heat pad at the end of April when it was around 55-60 degrees F outside (13C). She sent them in a styrofoam-lined box, double bagged with popcorn.
