New betta gasping for breath

I got a new betta today and I think he is dying. He is having trouble breathing and laying on his side

Its a 2.5 gallon, cleaned it before putting him in, I introduced him by floating him in the bag, poured some water in the bag to acclimate. After everything looked good I poured him in. I don't want him to die. T^T

Uhhh...
When you mean regular tap water, do you mean JUST THAT? You know like,
without the conditioner? If there is still chlorine in it, they would die. Including the Chloramines, and the Hard Minerals and all that.

she was rinsing the decor and tank with tap water
that is perfectly fine, provided you add in your conditioner BEFORE you add your fish.
