Weird betta behavior!

I was wondering since I upgraded from a 20 gallon to a 40+ gallon tank and i move all the gravel, the water, the decorations and i put the filter media and the bio pad from my old filters inside a marineland penguin 350, how long should i leave them there so the bio wheels from the marineland filter absorb the BB?
Also after upgrade my betta started hanging underneath the filter, where the filter hangs on the tank.
I don't know if the filter is too strong for the tank or he is just getting used to his new home.

I also have the Marineland 350 in a 40g tank and the current is strong. I would recommend baffling it. That could be the reason why your fish is a hiding under the waterfalls, because there is no current there. He could also be getting used to the tank. Are the decorations in there? He'd feel more comfortable in that huge tank if there were.
