tape and packing tape

If tape and packing tape is used inside an aquarium, submerged under water, is it toxic to the fishes?

The amount of glue on it unless you use an entire roll will not be sufficient to release enough toxins into the water.

I would be more concerned about the fact it will not stick very well underwater and can be potentially dangerous to the fish if they happen to nibble on any exposed area of it.
