You have a second hand store around? I get cheap tanks there. I got a 10 gallon with a 40 gallon filter (someone had a goldie ) for 7.50. I've gotten my 20 long (now cracked -cry-) for about the same. I've gotten a 1 gallon quarantine for 3.00 Garage sales also, kijiji or craigslist! So much cheaper, and if you clean it well with vinegar/hot water it can be safe for your fishy.

But yes. for now the water changes will make a HUGE difference!

Each bettas has an average of 1.25 gallons.

.
A few things can cause gill issues. Ammonia burns, gill flukes and columnarus as well as fungus can get in causing irritation and cause the gills to life. Without taking the fish out and getting a hard look at it it will be difficult to determine which, if any, is the issue.

If it ammonia burns it not contagious. I hope it not fungus or gill flukes, than he will give it to other betta.
Is there more symptoms gill flukes? is it contagious?
With columnaris/fungus he would develop white fuzzy cottony like patches. Also with columnaris water should be lowered since fungus get only worse with warmer temperature.

Definitely need to separate them and change the water for another one.
